There is only one site that can be recommended for any question on the rules of golf, that is the official web site of the Royal and Ancient Golf Club of St Andrews, the home of golf.

These pages give detailed rules on everything from equipment to how to keep your amateur status.  It also has details on its annual rules competition for golf clubs.  If your club is not involved, ask your officials why not .... an entry form is on-line.  

USA

The United States Golf Association gives advice of the US version of the rules of golf, handicaps, etiquette, equipment etc. The rules pages even include decision videos, animations and even rulings for golfers with disabilities.
